What is Naturalization?

Naturalization is the process by which a lawful permanent resident (green card holder) becomes a U.S. citizen. This process involves meeting specific eligibility requirements, submitting an application, attending an interview, and passing the naturalization test.

Eligibility Requirements for Naturalization:

  • Be at least 18 years old at the time of filing
  • Be a lawful permanent resident (green card holder) for a required period
      – Five years for most applicants
      – Three years if married to and living with a U.S. citizen
  • Have continuous residence and physical presence in the U.S.
  • Demonstrate good moral character
  • Be able to speak, read, and write basic English (some exceptions apply)
  • Pass a U.S. civics and history test
  • Demonstrate loyalty to the U.S. Constitution by taking the Oath of Allegiance

The Naturalization Process

Determine
Eligibility

Before applying, it is essential to confirm that all naturalization requirements are met. Certain

File Form N-400

The application is submitted to USCIS along with supporting documents and filing fees.

Biometrics (fingerprinting and background check) may be required after submission.

Interview, Test, and
Receive a Decision

The naturalization test includes an English language exam and a U.S. civics test covering government, history, and rights.

After the interview, USCIS will either approve the application, request additional evidence, or issue a denial (which may be appealed).

Attend the Oath
Ceremony

Approved applicants take the Oath of Allegiance, officially becoming U.S. citizens.

A naturalization certificate is issued, which can be used to apply for a U.S. passport and update
Social Security records.

English and Civics Test Requirements

Most applicants must pass an English and civics test during their interview. The test includes:
  • Reading: Applicants must read one out of three sentences correctly.
  • Writing: Applicants must write one out of three sentences correctly.
  • Civics: Applicants must answer six out of ten questions correctly from a set list of 100 possible questions.
    • Our office can provide you with a complementary sample USCIS Civics practice test to help you prepare for your naturalization.

Exemptions and Accommodations:

  • Are 50 years or older and have lived in the U.S. as a permanent resident for 20 years (50/20 rule)
  • Are 55 years or older and have lived in the U.S. as a permanent resident for 15 years (55/15 rule)
  • Have a qualifying medical condition that prevents them from learning English or civics (must submit Form N-648)
